Dear Arizona Ombudsman-Citizens' Aide:
I have made a number of requests for public records to the city of
Phoenix, and almost none of them have been answered.
I understand that while the Arizona Public Records law is pretty
much a worthless, toothless law and that elected officials and
government bureaucrats can pretty much refuse to obey it and
not even get a slap on the wrist.
From what I heard is that your office can make one final request
to the folks that refuse to obey the public records law and while
you can't make them obey the law, you can send a letter to the
governors office telling her that so and so was a bad bureaucrat
and refused to obey the law.
I would like you to do that for us.
On Thursday, October 4th, 2012 at about 6pm shooting some still, static photos at Papago Park.
Out of nowhere comes Park Ranger Carlos Sotomayor, who falsely arrested us and ordered us
to stop shooting our photos until we purchased a $100 photo permit.
Park Ranger Carlos Sotomayor was your typical jackbooted police thug who seems like he
would rather kick *ss first and ask questions first just ordered us to stop shooting the photos
without asking any questions on what we were doing.
I ended up asking Philip Bradstock what law we were violating.
Philip Bradstock claimed were were violating Phoenix City Code G-1403
by shooting our static still photos.
When I read Phoenix City Code G-1403 it say absolutely nothing about
requiring a permit to shoot static, still photos for non-profit or non-commercial
activities. In fact it says absolutely nothing about shooting static still photos.
Phoenix City Code G-1403 requires people who shoot movies or television shows
to get a permit. And as I said we were not shooting movies, television shows or
anything but static still photos. And on top of that we are not a commercial business
or group.
I have sent the following emails to the city of Phoenix as requests for public records and
they have complied with almost none of them.

Can you guys do what ever you do in an attempt to get the city of Phoenix to comply with our public records requests.
