What are the changes made to Phoenix City Code G-1403 over the years???

In this letter I asked for all the changes that were made to Phoenix City Code G-1403 by the Phoenix City Council along with the date of each change.

I sent 4 versions of this letter which all are pretty much the same to:

If I have the usual luck with government bureaucrats responding to my requests for public records, none of them will answer my email.

Ain't it great when you deal with royal government rulers who say they are "public servants" but who behavee like they are "royal government rulers" and treat you like they treat serfs???
