Dear Mr. Drega,
Thank you for your email dated November 5, 2012. For the record, I have not refused to honor your request for public records. In my email to you dated October 29, 2012 I stated that we would be happy to respond to your request. For your convenience I provided the link to the City's Public Records Request Form, which is used to help manage and track the City's receipt of and response to public records requests. I asked you to send me the completed form so that I could expedite the process of responding to your request.
You have now advised me that you do not want to fill out any "silly paper work" that was "designed by some government bureaucrat." The City will respond to your public records request notwithstanding your refusal to complete its tracking form.
Please consider this the City's response to the request made in your email to me dated October 27, 2012, which is the only public records request I have received form you, and which reads as follows:
"Phil,
Can you tell me the name of the person you forwarded my letter to and their email address?
Can you also give me a copy of the email that you sent to them with the letter you forwarded?
This is a request for public records per A.R.S. 39 § 121"
