Phil Bradstock stonewalls my public records request with a redacted letter

The imaginary law was created with Administrative regulation A.R. 5.42

 

Philip Bradstock is stonewalling me???

I made a request for public records to Philip Bradstock for a copy of the letter he wrote and sent with my email to the city of Phoenix legal department whom I am asking for any laws that require a permit to take photographs in city parks.

I can't possibly see why his letter could be considered a "attorney - client privileged" communication.

I suspect that Phillip Bradstock is stonewalling me and refusing to honor my request for public records.

The following pdf file in this e-mail is all I got from Phil Bradstock for my request for public records. Notice he, or perhaps somebody else blanked out the entire email and wrote:

Administrative regulation A.R. 5.42 creates an imaginary law?

As I suspected all along there isn't any law that requires people to get a $100 permit to take photos in Phoenix parks.

Dear Mr. Drega,

Thank you for your email dated November 5, 2012. For the record, I have not refused to honor your request for public records. In my email to you dated October 29, 2012 I stated that we would be happy to respond to your request. For your convenience I provided the link to the City's Public Records Request Form, which is used to help manage and track the City's receipt of and response to public records requests. I asked you to send me the completed form so that I could expedite the process of responding to your request.

You have now advised me that you do not want to fill out any "silly paper work" that was "designed by some government bureaucrat." The City will respond to your public records request notwithstanding your refusal to complete its tracking form.

Please consider this the City's response to the request made in your email to me dated October 27, 2012, which is the only public records request I have received form you, and which reads as follows:

"Phil,

Can you tell me the name of the person you forwarded my letter to and their email address?

Can you also give me a copy of the email that you sent to them with the letter you forwarded?

This is a request for public records per A.R.S. 39 § 121"

A redacted copy of the email you requested is attached. My email communications with Ms. Grier are protected by the attorney-client privilege, and the City declines to provide a copy of that communication based on that privilege. The redacted version of the email is the only document that will be produced in response to the foregoing request.

As you know City laws and regulations relating to the use of City of Phoenix parks and the issuance of City of Phoenix film permits are available on-line at the City's website, www.phoenix.gov. Attached to this email is the City's administrative regulation relating to film permits, A.R. 5.42, which I am providing as a courtesy because it may answer some of your questions and is not available on the City website.
