he gave me a line of BS that I had to fill out a silly form that the
city of Phoenix had made up.

Detective Aaron Stevens said there are NO LAWS that require you to
get a permit or pay $100 to shoot photos in Phoenix Parks.
Which if true, means that someone in the Phoenix Parks and Recreation Department
has made up and imaginary law that doesn't exist and is being used to steal or defraud
people of $100 each time they shoot photos in Phoenix Parks

I told him that it seems like someone in the Phoenix Parks and Recreation Department
is committing a crime by making up and imaginary law that required people to pay $100
when they take photos in city parks and is using that imaginary law to defraud people.
