We are filing a claim against the city of Phoenix for damages caused.
We don't have to file this claim against the city of Phoenix, because we plan on filing our lawsuit in Federal court,
but we are being nice and filing it any how.
We will settle the claim for $1 million for each person involved.
I don't want to give any names, because we are afraid if we do the Phoenix Police may come and terrorize us
for complaining about the government. So I guess you can say I am taking the 5th on this.
On Thursday, October 4th, 2012 at about 6pm we were shooting static, still photos at Papago Park in Phoenix.
Park Ranger Carlos Sotomayor came along and falsely arrested us and order us to stop taking
photos until we purchased a $100 permit.
Park Ranger Carlos Sotomayor didn't ask us any questions he was ordered us to stop taking photos
until we paid the city of Phoenix some cold hard case.
I later asked Philip Bradstock for a copy of the law that Park Ranger Carlos Sotomayor falsely arrested us
for violating and ordered us to stop taking our photos.
Philip Bradstock claimed it was Phoenix City Code G-1403.
I looked up Phoenix City Code G-1403 and it doesn't say a word about shooting static, still photos.
It only covers shooting movies and TV productions for commercial groups. None of which applies to
us.
This claim is for false arrest, and violating our 1st, 5th, and 14th Amendment constitutional rights.
And violations per USC 42 Section 1983.
I also want to file a claim because the city of Phoenix has stoned walled me and refused to answer a number of
public records requests I have made on this subject. This includes requests for public records to the Mayor
and all the Phoenix city councilmen and councilwomen, Philip Bradstock, the Phoenix Police and the Phoenix
City manage.

I will settle each claim where my request for pubic records was not given for $1 million.
